I am trying to create a new account and all I get is this what am I doing wrong?

I keep trying to make a new account apart from my old one to post videos on but I keep getting this UI I’ve never seen before on this app and it says my account is private and I’ve looked up ways to prevent that but there are no options in my settings to do so. What is going on this like my 5th time trying to create one and I keep getting the same result.
