Tiktok shows a person I don't follow on my main account in send to section?

Hello! Wanted to ask, because I have two different tiktok accounts. On oneof my account, I have all my friends + and some people I rarely talk too, and on my other account I only have my friends. I wanted to send my friend a tiktok and I saw that on my account where we don't follow eachother with one of the people I rarely know, it shows him in my send to section. Is it a glitch? I never send him anything from this account, and also none of others aren't showing.
