Tiktok view jail

I've found a person who's been posting from 2021 consistently till this day. He posted maybe 2 to 3 videos that's a total of 21 videos a week. He only have 517 followers. Most of his views average from 0 views to 500. That is 4 years of grinding. Not only that I even found a tiktok with 10k followers and the views dont even reach 500. Is tiktok trying to make us pay to promote our content so that it will reach to more people. Because I don't think grinding for 4 years just to go knowere is worth the time. Do y'all think it's suspicious.
