Why isn't my virtual camera unlocked?

I installed TikTok Live Studio and want to use it to create a cat avatar, but the camera icon is red, and TikTok says I need to stream three more times for 25 minutes or more before they review my request within 48 hours. I've already streamed four times for half an hour, but the icon is still red. Has my request for a virtual avatar been submitted?
