Tiktok not allowing videos

Hi all, I had a friend try to send me a video through messages and according to her when she tried to send it she said it was grayed out and saying something along the lines of user region/country not allowed/ supported to be sent videos?! I'm in the US(Texas) and have checked all my setting as far as I can tell(added phone number and email)(there isn't an option for country/region) Any ideas on how to fix it?
