How ai brainrot character videos are being made?

I came upon a number of brainrot character videos while browsing TikTok. As an example, I uploaded one. The strange thing is that they don't appear to have been created by combining multiple AI websites (one to create a picture, another to make it animated). It appears well-executed and as though all of the image creation, styling, and animation were completed by a single platform. Does anyone know the process or the location where these can be made? Could you tell us which tool you used and any advice you have for creating that look if you have made one before?
