Option to make liked videos public/private disappeared from my privacy settings menu.

A week or so ago I deactivated my account. Recently brought it back and all my liked videos are private and I can't change it. The option is missing from my menu. Tried clearing cache, deleted data, app, re-downloaded it again logged back in still having the same issue. Anyone know when this is going to be fixed? I have a second account on my phone and when I log into that one the option is still there so why would it not be there on my regular account? I don't understand it.
