Can't follow anyone or be followed by new people why is this?

Had an account for few years an to start with was fine but got a few followers an followed small number of people but for maybe a year or more now i can't follow anyone new or be followed by anyone new

I will follow a page an it looks fine refresh page an it no longer shows me as following them
