Following problem...

Hello. I have just made a new TikTok account. Firstly, I made it on PC, and now signed in on my phone. I have a problem with following people. When I follow someone and then refresh the page, the follow is gone. I tried searching this problem in the internet, but the only thing I found is that "You follow too many people in shirt period of time". But that's not the case. This is a brand new account, and only one person I try to follow. Any ideas what might be the problem?
