You can't import local sound on to image videos but you can trick it into letting you do that.

If you make a video using just stills, your sounds option isnt available but if you add a video, your sounds becomes available. You can import then delete the video and the sound stays. Sorry if this is common tik tok knowledge and Im the last to know.
