person is using photo of me as their pfp

so recently my cousin found some random person had taken my profile picture (i own the image) and used it as theres. I have reported the account 5 times, all for impersonating me, and some of my friends have reported them too. They wont reply to my messages, and are straight up calling my friends offensive names for asking him to change his photo and TikTok is doing nothing with this. I own the picture and I am in the picture. Anything I can do to actually get this account down?
