Reported a hate account and TikTok said there's nothing wrong when there clearly is.

This account is creating videos hating on one of my friends, this is cyber bullying and it's obvious. when I reported it to TikTok they said there was no rule Broken when there clearly is. How is TikTok letting this continue??? it's not ok.
