What does this mean?

I’m confused about why my friend’s TikTok account looks like this. Their profile appears completely blank, but they can still message me. The weird part is that I can’t message them back, it only lets me react (like heart their messages). I checked by messaging other people, and everything works fine, so my account isn’t restricted. I’m just confused about why this is only happening with this one person.
