Ineligible for recommendation on all of my posts

I got to about 20K followers then this started happening months ago. The reason is always "low quality" and "unoriginal", these same videos get tens of thousands to millions of views on IG.

I've also had a news outlet publish the exact same video I did, I got penalized and they didn't. So my account is flagged for whatever reason and nothing I've tried has been able to change that. My account has also never been flagged for any reason ever.

I figure it would be easier just to start over clean but am concerned they'll tie it to my phone and I'll suffer the same thing with a new account. Deleting TikTok entirely is an option but I really hate to do that, outside of IG I really like having a backup so I don't put all my eggs in one basket.
