can’t send video to someone, but can send message

hey just wondering if this has happened to anyone else! it’s happened to me once before where I was completely unable to send them a video, they didn’t appear at all as an option when i went to send it to them but i was still able to message them by going to the dm directly. it’s happened again but this time someone else is unable to send anything to me

i’ve checked all my privacy settings, i’ve checked that other people can send me videos, he can send other people videos but just not me.

has anyone had/solved this/ managed to get in touch with support about it
