Question regarding using Temp number

Can anyone please explain to me, when I input a temp number in my tiktok to get the code, why do I get the "This phone number is already taken" error, while In the temp number page I see 10 tiktok codes, all sent on diff days and times. why do I have this problem, while multiple people can use the SAME temporary number?

I am using US based temp number, while not living in US.

Considering it’s a temp number, it’s probably already been used by someone to sign up. Maybe the number recycled, now it’s yours for the time being, but could still be attached to someone else’s account.
