What do I do if someone is impersonating me?

A person used my picture saying it’s him. How do I report this? He threatened to do so and I have the evidence. I tried reporting him to TikTok but they haven’t done anything just responded saying this isnt a privacy violating thing. I have no idea what to do, I have very bad mental health from this
