What are the breaks between some videos while scrolling?

While I scroll, occasionally I'll hit a break where the next video should be, but it's just a black screen with a with an 8 second jingle that loops. You can still scroll up and down like normal, there's just nothing there but a silly jingle.

I'm torn between thinking it's just some glitch that happens sometimes or, considering I'm located in the dystopia that is the USA and no conspiracy seems too crazy anymore, if there is some video that should be coming through like usual but is being suppressed.

Anyone see these and or have any clues?
