Can someone blocked see you viewed a video they sent (externally) ?

That person is blocked, and I accidentally entered the video. Now I know TikTok used to notify the other person saying "this person viewed a video you sent" and I just want to know if it's still going to be sent if they're blocked, also if I deactivate the account.
