i literally cant follow anyone back

I use tiktok on my computer on the website, someone follows me and ts wont let me follow them back. i follow them, it says were friends i refresh, it doesnt work its genuinely making me go mental and ive cleared my cache so many times !!! tell me if someone has this problem too.
