Is there any way to find people who can make videos but don’t have many followers?

I have a limited marketing budget and am looking for small or new creators who can make and post videos for promotion. I'm not necessarily looking for influencers with an established audience—I'm more interested in people who can create decent content at a reasonable cost.

I've tried searching through TK One, but it's been difficult to find this type of creator.Also, most of them haven’t shared their email addresses, so it’s almost impossible to get in touch with them.Any suggestions would be greatly appreciated.
