Why can’t i see the highlight button on my main but my alt is able to do it?

Like sometimes it appears on my main, but whenever I tried to create it just says “i cant do it try again later” like it’s frustrating how it appears and disappear. Do i need to change my settings or wha, like I don’t get it.
I hope there’s someone that has the similar problem or like know how to do it.
