TikTok not letting me follow anyone

I got a TikTok account a few weeks ago, but it's not letting me follow anyone. I tried on both mobile and desktop, tried logging in and out, tried giving it a few days in between, tried clearing the cache and cookies and nothing has worked. I can press the button but it doesn't record and the count immediately just resets back to zero.

I can post fine and have followers, but can't seem to follow anyone else. Anyone know a way to fix this?
