Question about monetizing

Are you able to monetize through TikTok without having videos over 1 minute long? My friend has 40k followers and post 20 second videos with quotes on them and claims he makes thousands. He did mention he does third party song promotion but separate from that also bringing income in from the creator program. Is this true? I would like to know before I devote a bunch of time into it lol
