How is TikTok recommending people from my contacts when I never gave it permission?

Reinstalled the app a few weeks ago and I’m sure I’ve never enabled this permission - I always say no when it pops up.

It’s possible I did have this setting enabled at some point before I reinstalled, but then this would suggest TikTok stores all of your contact information against your profile which seems a strange thing to do.
