Difference between 'Ineligible for recommendation' and 'Vi0lation found'?

What actually seperates this two levels of vi0lations? If someone reports two posts for the same thing like excessive violence, what is the difference between a post getting ineligible for recommendation and the other getting a vi0lation found?

I’ve gotten both. All I can say is ineligible for recommendation never results with a strike on your account, and a violation might result with a strike. In both cases, the video isn’t shown to anyone except the people who see it on your profile page.
