Zero organic reach

I had to set up 3 accounts last week for a client. 2 accounts are doing great but the other literally only shows content to the handful of followers the account has. There’s literally zero organic reach. I even tried to use the promote feature and it keeps rejecting. Has anyone else had this? I know it’s not the content because the other two accounts already have tens of thousands of views. I run a check and the account health is fine. Any other ideas what it could be?
