Android Version locked?

This is regarding a sticker feature for comment section.

The problem is that in my phone (samsung galaxy a8s) the sticker feature for comment section is nowhere to be found (the icon, as well as the stickers in the comment), but if i switch phone, it's now available. Bottomline is i already have the feature but it behave differently on different phone.

Is the problem the app or the phone?
