The 21 sec average watch time on a 55 sec video is probably your ticket here. TikTok's algo cares more about rewatches and watch time than likes, so even with meh engagement people might be looping back to certain parts. Your shorter vids probably had way less rewatch potential which is why they stalled out at a few k.
