Unable to change account’s country

Hi everyone, I’ve been trying to change my account’s country to Ireland multiple times with no success, I’ve been living in Ireland for years now and a few of my videos went semi-viral locally, so I’d like to join a programme and potentially start monetising. Now, in order to do that, I need to change my account’s country! There’s no valid email or chat to actually speak with a human and I don’t have any balance in my wallet, so I don’t understand the issue. Any ideas? Thanks a million in advance!
