Driving whilst on live feed

I’m just wondering what everyone’s thoughts on this are - so I came across a truck driver on a live feed with the camera facing the road whilst the person driving. He was talking to the people on the live and replying to comments by talking.

This is someone driving a truck, paying half their attention to a live feed whilst driving in the dark…I reported it to TikTok but apparently it doesn’t break any rules.

As a fellow road user I’d really hope anyone driving would be paying full attention to the road and not half to their phone on a live feed even if it isn’t directly in their hand but are clearly still looking at the phone every few seconds.

In fact is a motor offence?
