Because it's technically, in the eyes of the law, still banned. It got passed in Congress and upheld by SCOTUS. Just because drump made an EO to extend, doesn't mean it got magically unbanned. Google, and Apple can still get fined for allowing downloads, so they have to pause it until the legislation changes.
