Is anyone else having this problem? When I tap on any hashtags this message pops up.
My app is up to date. I downloaded and reinstalled, and I have restarted my phone. I'm not sure what else to do.

More likely a "lost in translation". The actual meaning would be "this feature is under maintenance/pending to enhance so it cannot be used at this moment".
However it does not mean the feature will still be available afterwards. It can be under maintenance forever or even removed later.

The ban isn't really about privacy concerns
Why exactly? You and me know why America is banning tiktok... They can't control the narrative their like they do with Facebook or Instagram YouTube. etc The genocide in Gaza was being shown in its full without any kind of censorship...
