It's not coming back to app stores. Apple and Google would pay billions of fines if they put it back.

An executive order by a president is not law, the law banning TikTok is law as lawmakers voted on it, the president signed it into law. The Supreme Court upheld the law. I don’t foresee Apple or Google returning it until the law is actually repealed.
You can get it by changing your App Store location, turning off location services, turning off data, restarting your phone, and probably a vpn to be safe. Worked for me.
If that doesn’t work look into signoulus or flekstore costs money but also works.
