First of all, penetrate doesn't do anything here bc your weapon has no accuracy on it. Either get some accuracy or spec into mystic harvest or stalking panther.
I have no idea why you are using Cast on Crit here. It's doing no damage and probably procs once a league. Remove it and run Hyrri's Ire for your body armour since you nolonger need as much spirit. It literally doubles your evasion, and you can get one with like 1800-2200 evasion.
Bucklers are not that good, and a shield with high block chance and decent armour will be better.
Kalandra's touch is dirt cheap this league. Get one really good ring and mirror it. Will save you a ton of currency. A triple attack breach ring will be around a 60% damage boost to your lightning spear.
You are also overusing radius jewels. Some of the nodes you are taking are like 2% damage increases when you can path to other nodes or even jewel sockets that provide way more. Seeing Stars for example is giving you a 3% damage increase for 3 passive points. Stand and deliver will instead give you like 10% damage per point for 3 points. On the way, you can also grab cooked and catalysis, both of which are big damage nodes.
In general, you are overtaking inefficient small nodes. For example, you take two evasion small nodes beside bestial skin, but also the deflection small nodes. You have three of these extra nodes, which means you can get spectral ward, which is a 25% increase to max hit including its small nodes.
Aside from that, you want +5 to projectile skills on your spear, and your boots are abysmal.
